Preamble to the Constitution of the State of Jefferson
There are times in the history of men, when political discourse leads to a separation of two peoples.
We the people, of the State of Jefferson, do not desire separation out of enmity. For in the case of enmity, we hold none toward any man, woman, race, or creed. We must separate in the name of Representation, the last barrier standing between the people and tyranny. Tyranny, however well intentioned, is none the less repugnant.
Our Safety, our Security concern us not, where Liberty is at risk. Liberty gives urgent voice to our demand for representation. Representation must reflect our needs, our history, our culture, and our moral imperative. Our Inalienable Rights to Life, Liberty and Property are foremost. These are the Liberties the People of Jefferson hold most dear. The preservation of our natural, inalienable rights compels us to establish the State of Jefferson.
We the People direct our Representatives, now and forever, that the intent and meaning of this Constitution shall always be adjudicated to the Protection of the Life, Liberty and Property of, and for, the people of the State of Jefferson. With this State Constitution, it is our humble prayer, to Almighty God, to secure Liberty for our posterity.
Citizens for Fair Representation Court Case Update
CFR appeal is being authored by Attorneys and our legal consultants. Our cause is just, but the Court is not. Imagine a world where the citizens of a state within the only Constitutional Republic in the world, have petitioned all of the legitimate branches of government for redress of grievances, only to be ignored by the executive and the legislature. The final avenue allowed to the people who formed this government is to petition the Courts for lack of representation and dilution of vote. The courts have been instructed by The United States Congress in 28 U.S.C section 2284 specifically that a single trial judge cannot be trusted with the sanctity of the people’s vote. Congress has instructed the Trial Courts to impanel three judges. The US SC in the case Shapiro v McManus have directed Trial Judges specifically to use three judge panels to adjudicate cases of voter dilution or mis-apportionment. Our Judge,
Karen Mueller, has ruled that the people of California do not deserve their day in court. Our Judge has ruled that since all the people of California have been tyrannized by the oligarchs in Sacramento that there is nothing the court will do to help us.
Our only recourse is to appeal to the Ninth Circuit Court. We have been denied justice, that is the fact! We must, however, exhaust all legal, ethical, and moral means to address the breach of Constitution committed by the State, and the lawlessness of the Federal Court, in the failure to follow their own procedures and rules. This judge was so blatant in her lack of ethics, that we actually have a pretty good chance in the appellate court, but we must fight on, and we will! The people of Jefferson are the only group of people fighting this injustice.

Second Amendment Lawsuit
Unfortunately the Ninth Circuit Court has agreed to rehear Young V Hawaii. Please understand that the Court has no intention of rehearing this case to re-affirm your Liberty.
The Ninth Circuit en banc has every intention of either reversing Young’s Right to open carry, or they have some subterfuge in mind to relegate your Second Amendment guarantees to an illusory, secondary permission not available to the public in general.
Our attorney is rewriting the complaint to eliminate cites from the Young case and to include circumstances which prove that the State of California has every intention of denying its citizens their God Given, pre- governmental Right to defense of self, family, and community.
This state is so blatant in its disdain for the Rights of its
citizens it would be laughable were it not true. The Second Amendment is not a second tier Right, and no state may ban an enumerated Right. No state may turn a Right into a privilege. The Second Amendment simply guarantees and codifies, that your Right, given you by God Almighty, “Shall not be infringed”. The Right to self defense and defense against tyranny is as old as the human race. Nothing has changed except we have allowed despots and tyrants to usurp the gifts given us by our Creator.

Meet the County: Tuolumne by Dave Titchenal
The name Tuolumne is a corruption of a Mi-Wuk name talmalamne which means “people who live in stone houses. Tuolumne sounds like “to-all- uh-me”.
Tuolumne County is one of the original counties that was created when the state was admitted to the Union in 1850. Originally it was much larger and was referred to as Oro County. Later it was sectioned off with some going to Stanislaus County and some going to Alpine.
Tuolumne is over 2,000 square miles with 54 square miles being water. It contains Yosemite National Park, Stanislaus National Forest, BLM managed lands and Indian Reservations. Sonora Pass is 9,624 feet in elevation and Knights Ferry is about 213 feet above sea level. Rugged Sierra mountains, ancient lava flows and rounded, oak studded foothills make up some of the beauty of Tuolumne.
Current population of Tuolumne is about 54,000. The trend has been declining for several years mostly because of the disadvantage that the State of California has put us in by limiting our ability to use our natural resources of timber, gold, silver, uranium and various other agriculture and mining assets.
The major established towns and cities are spread around the county. Sonora, the only incorporated city in Tuolumne county, is also the county seat. Columbia, Jamestown, Twain Harte, Groveland and Tuolumne make up the other major towns.
Tuolumne County saw a huge growth spurt from 1849 through 1860, as a center of activity for the gold rush. At
one time Sonora and Columbia saw populations in the tens of thousands and Columbia even vied with Sacramento for the honor of being the State Capitol.
After the Gold Rush, Tuolumne County settled in as an agricultural producer with beef, wine and apples leading the way. Mining continued well into the 20th century and there is still a working limestone operation today.
Tuolumne County also found favor with the Hollywood film industry as a premier location area for many movies and TV shows. Series such as High Noon and The Virginian in the 30’s and 40’s, to Petticoat Junction, Bonanza, Little House on the Prairie in the 60’s, and then blockbusters like Back to the Future 3, The Unforgiven, the A-Team, Pale Rider and so many others. More than 20 films and TV documentaries have been filmed in the last 10 years.
We had one of the largest fires in 2014. The Rim fire was more than 400 square miles in size. We had some infamous moments as well like Ellie Nessler, who killed her son’s abuser in court and Cary Staynor, who murdered three innocent Yosemite tourists.
Tuolumne County became a part of Jefferson in 2015, when David Titchenal went to a meeting by Steven Baird in San Andreas. He walked away saying if Jefferson was going to happen it had to include Tuolumne County. Since then we have had a very active committee that has covered the county with signs and stickers and collected well over the requisite amount of signatures.

The David Garcia Award
Tuolumne County has created an award called the David Garcia Award for selfless contributions to the State of Jefferson. An email was sent out to the leadership groups of the surrounding counties of Stanislaus, Mariposa, Calaveras and Amadorasking for nominations. The one who received the most nominations from these counties was Aaron Nasarow. It was awarded to him on their Wednesday monthly meeting but unforeseen things at work keptAaron from attending that meeting. Later, the award was personally presented to him by Dave Titchenal.
Aaron joined the State of Jefferson movement in 2016. He runs the merchandise, attends all events, sets up the booth and works almost non-stop. About winning the award Aaron had this to say, " This is awkward for me. I am honored to be chosen as the first recipient but I can think of
many others that work as hard as I do. I will do my honest best to continue to bring honor the work David did and never stop until we get our state."

David Garcia was our strongest voice in the Latino community. His untimely death in 2018, left all those who knew him saddened. We know he can never be replaced. David spoke many languages and worked as hard as anyone to promote Jefferson all around the state. We hope that the creation of the David Garcia Award will be a lasting memorial of the sacrifice and love that David brought to our movement.

The State of Jefferson Formation is a grassroots effort to restore representation to the rural counties of Northern California. This movement is NOT affiliated with any political party. Over the last two years, presentations explaining the reasons for Jefferson have been given to all political parties, as well as men and women's service organization, chambers of commerce, county taxpayers associations, county and city government meetings, high school government classes, and town hall meetings for the general public, throughout Northern California. The State of Jefferson welcomes everyone.
